Predictability and Effectiveness of Monetary Policy

Many economists believe that the better market participants are able to predict monetary policy actions—specifically, changes in the target for the federal funds rate—the more effective monetary policy will be in influencing long-term interest rates. The author discusses two problems with this argument.
